Our core team has a collective hands-on experience of over 50 years in carrying out project advisory, infrastructure investment, capacity building, policy & framework development, and risk management services in the field of infrastructure, with projects & assignments worked on valuing at more than US$ 10 billion. Team brings solid work experience at all levels; national, international, public, private, multi-lateral and donor agencies, both in local and international markets.

Core team is comprised of individuals having academic know-how and professional experience in all the related disciplines fundamental for carrying out the services being offered, thus enabling IFL to provide advice that is sound because we understand the variety of circumstances in which it has to be applied and is based on international best practices.

Ali is a PPP/Project Finance/Infrastructure Specialist bringing a unique combination of finance, investment banking and information technology along with over 15 years of work experience in area of public private partnerships, project & infrastructure finance, project advisory, infrastructure project development, infrastructure investments, private equity, venture capital and management consulting, both in the public and private sector.

Focus of his work over the past many years has been; a) Preparing projects for development & implementation under PPP mode from both buy-side and sell-side perspectives, and b) Carrying out management consulting, capacity building, and policies/framework development work pertaining to PPPs, coupled with devising & executing PPP programs. Ali has handled over US$ 10 billion of projects belonging to various sectors; Energy, Urban mass Transit, Transport & Logistics, Renewable Energy, Roads, Tourism, Municipal Services and Information Technology.

Ali has a Master of Business Administration (MBA) in Finance & Investments, a Master of Science in Information Systems Technology (MS-IST) in Management Information Systems and a Bachelor in Business Administration (BBA) in Corporate Finance, all from The George Washington University, Washington DC, USA.

Afzal is a PPP professional possessing over 14 years of diversified experience of working in both private and public sectors. He has held a senior level position at the Federal PPP Unit of Pakistan, where his efforts were instrumental in shaping the existing PPP environment and expanding the concept of PPPs to both core and non-core services. He holds to his credit successful transactions in roads and transport sectors.

Afzal over the years has also interacted closely with donors and multilaterals for enhancing PPP capacity, and development of a policy framework for effective implementation of infrastructure projects on PPP basis in Pakistan. He has been actively involved with USAID, ADB, CDIA and WB, and has served as a financial specialist on many of their transactions providing advice on urban development and social services projects under PPP modality. Afzal is actively engaged in PPP advocacy and trainings in Pakistan and globally, and is known for his active role in capacity building initiatives on PPP project structuring and developing an understanding of fiscal and legislative regimes for project development under PPP modality.

Afzal holds a Masters degree (MSc) in Finance and Management from the University of Exeter United Kingdom and also holds Fellowship of the Association of Chartered Certified Accountants of UK (FCCA).

Samad is a seasoned investment banking professional with around 12 years of diversified experience in various investment banking roles both in the private and public sectors. He has been responsible for managing and running an Advisory practice of a leading financial institution in Pakistan at a senior level position, and has carried out various privatizations, M&As, private placements, and financial advisory assignments valued at over US$ 3 billion.

He has led various transactions for local and multinational clients covering financial structuring, due diligence, valuation and negotiation. Samad has also acted as lead point of contact for Asian Development Bank in Pakistan for PPP assignments and worked on renowned power sector transactions for the Privatization Commission of Pakistan in respect of divestiture of Faisalabad Electric Supply Company Limited (DISCO), National Power Generation Company, and Central Power Generation Company Limited (GENCO).

Some of the key engagements which Samad has recently led in the context of proposed and consummated transactions include; acquisition of strategic stake by IFC in Bank Alfalah, acquisition of Silk Bank, and merger of Summit Bank, Atlas Bank & MyBank. Samad is an Affiliate Member – Associate Chartered Certified Accountants and has Master’s in Business Administration from The Institute of Business Administration, Pakistan.
